"The mission of the Animal and Plant Health Inspection Service (APHIS) is to protect America's animal and plant resources by:

• Safeguarding resources from exotic invasive pests and diseases
• Monitoring and managing agricultural pests and diseases existing in the United States
• Resolving and managing trade issues related to animal or plant health, and
• Ensuring the humane care and treatment of animals.

 To carry out our mission:

• We guard U.S. borders against foreign agricultural pests and diseases. Our USDA Beagle Brigade helps find prohibited agricultural materials carried by international travelers. We search for and monitor agricultural diseases and pests.
• We take emergency action if foreign pests or diseases get past our border defenses. We protect animal health by fighting certain domestic animal diseases and making sure veterinary biologics are safe, pure, potent and effective.
• We use biological controls and integrated pest management to help fight insects and plant diseases.
• We facilitate agricultural exports through scientifically based sanitary and phytosanitary standards.
• We control wildlife damage and help protect endangered species.
• We enhance the humane care of animals used in research, exhibition, and the wholesale pet trade.
• We make sure of the safety of genetically engineered plants and other products of agricultural biotechnology."

The National Veterinary Services Laboratories (NVSL) provide the following services:

· Diagnosis for domestic and foreign animal diseases 
· Diagnostic support for disease control and eradication programs 
· Import and export testing of animals 
· Training 
· Laboratory certification for selected diseases

The NVSL is composed of four testing laboratories. All are located in Ames, Iowa, except the Foreign Animal Disease Diagnostic Laboratory (FADDL) which is located on Plum Island, New York.
