When an oil spill occurs, the issue of Health and Safety, both for the public and oil spill responders, is of critical concern, and should form the cornerstone of all oil spill preparatory measures. This task is made especially difficult duringa spill, because of the vast array of tasks - each with their own Health and Safety issues, and often in conflict with each other - that need to be analysed and prioritized.
